is it possible to free up 2gb of ram on vista if I have 3gb total?
or does the OS take up a good chunk of RAM, because i can currently get it to about 1.7 or 1.8 GB but need to know if it is possible to get that extra space until 2GB.

Not sure why you specifically need 2GB of RAM freed, but most operating systems can "page" less-commonly-used memory, by temporarily moving it to the hard drive. The OS automatically handles this, supposing you don't have a lot of programs and services open.
Your Video card may also be a factor. Integrated video cards typically reserve a portion of RAM. This reserved RAM may show up in your OS as "missing" memory (i.e. your computer reports only 2.75 GB installed when you know you have 3GB, because the video card is using 256 MB).
When a program states that it needs a certain amount of RAM to operate, it typically pads the recommendation to account for memory already used by the system. So if you have a program that states a requirement of 2GB, you're well beyond the recommendation by having 3GB total.

i used to have corsair value ram and recently switched it for dominator but my default MB speed was 800 so i changed it in bios to 1066
my timings on cpu z where then all different so i manualy changed them to 5,5,5,15 and i have a ratio FSBRAM 5:8<p><strong> my <a href="http://install-how.blogspot.com/2010/06/amd-athlon-x3-ii-435-overclocking.html" title="Article Manager's Articles">Overclocking & Computer Modification</a></strong><p>
my question is do i need to overclock my cpu to be inline with my ram for me to get my best performance and what is a safe level i can go to , i have a TT max orb fan on my CPU and using Core Temp my cpus are between 36 and 50 degrees depending on how long they been running
except the numbers i get from n tune are alot higher

If you really want to try it out, you can over clock your CPU. Make sure you increase the ration by one point at a time, monitor the core temperature, and once it gets higher, stop, regularly check the temperatures. Remeber, overclocking is always dangerous. Do it on your own risk
